Reenacts Sections 73-7-1 through 73-7-37 and 73-7-51 through 73-7-61 of the Mississippi Code governing the State Board of Cosmetology, its composition, powers, and regulatory authority over cosmetologists, estheticians, manicurists, wig specialists, and instructors.

Extends the sunset/repealer date for the State Board of Cosmetology from July 1, 2011 to July 1, 2014, allowing the board to continue operations and regulation of cosmetology professions.

Establishes licensing requirements, examination standards, and renewal procedures for cosmetologists (1500 hours), estheticians (600 hours), manicurists (350 hours), and instructors with varying hour and experience requirements.

Authorizes the board to assess fees for applications, examinations, licenses, renewals, and other services, with specific fee schedules for different license types and delinquent renewal penalties.

Specifies disciplinary procedures including investigation, hearings, suspension, revocation, and fines ($50-$400) for violations, with provisions for appeals to chancery court and civil injunctions for unlicensed practice.
