Extends the repealer date on Mississippi's Emergency Medical Services Act and statewide trauma care system provisions from the previous sunset date to July 1, 2016

Adds reimbursement provisions for burn care services to Mississippi residents with uncompensated treatment at Joseph M. Still Burn Centers in Augusta, Georgia, and Mississippi Burn Center at Crossgates River Oaks Hospital in Brandon, Mississippi

Levies a $50 fee on Mississippi residents who purchase new motorcycles or all-terrain vehicles (ATVs) in another state and bring them into Mississippi, with proceeds deposited into the Mississippi Trauma Care Systems Fund

Maintains existing $50 point-of-sale fee on retail sales of ATVs and motorcycles within Mississippi, along with a $4 fee on license tag/decal issuance for the trauma care fund

Continues state assessments on traffic violations ($20 for general traffic, $45 for implied consent/DUI violations) and additional speeding surcharges ($10-$30 based on mph over limit) to fund the trauma care system
