Extends the repeal date from July 1, 2011 to July 1, 2014 for the exemption allowing unlicensed persons to construct water wells on their own or leased property for crop irrigation purposes.

Unlicensed individuals constructing irrigation wells on their farms must still comply with all applicable rules and regulations for well construction.

The exemption does not apply to persons performing well construction work under the supervision of a licensed well contractor.

All other water well contractor licensing requirements remain in effect, including the $100 annual license fee and continuing education requirements.

Bill takes effect July 1, 2011.
