Reenacts Mississippi Code sections 73-5-1 through 73-5-43 governing the State Board of Barber Examiners, including its composition, powers, and duties related to barber licensing and regulation.

Extends the automatic repeal date of these sections from July 1, 2011 to July 1, 2014.

Maintains the five-member board appointed by the Governor with Senate consent, with one member from each of the four congressional districts plus one at-large member, requiring members to be practicing barbers with at least five years experience.

Establishes fees for barber and instructor examinations and licenses (barber exam up to $55, certificate up to $45; barbershop license $15 per chair), and prescribes grounds for license suspension or revocation including felony conviction, malpractice, infectious disease, and unprofessional conduct.

Requires barber schools to maintain $25,000 surety bonds and establishes requirements for barber instructor certification, including 1,500 hours of approved training and either two years of experience with 600 hours of instructor training, or one year of experience with 1,000 hours of instructor training.
