Extends the repeal date of the Mississippi Pharmacy Practice Act (Sections 73-21-71 through 73-21-123) from July 1, 2011 to July 1, 2014.

Reenacts comprehensive pharmacy regulations including definitions, State Board of Pharmacy composition and duties, licensure requirements for pharmacists, and permit requirements for pharmacies and wholesalers.

Establishes procedures for pharmacy technician registration, disciplinary actions against licensees, and monetary penalties ranging from $250 to $50,000 depending on violation type.

Creates Medical Equipment Advisory Committee to review regulations for home medical equipment suppliers and requires such suppliers to obtain permits (initial fee not to exceed $300, annual renewal not to exceed $175).

Authorizes emergency dispensing of up to 72-hour medication supplies by pharmacists when unable to contact prescribers, subject to specified conditions and documentation requirements.
