Reenacts multiple sections of Mississippi Code relating to the Department of Employment Security, unemployment insurance, workforce development, and TANF programs that were set to expire or had previously been repealed.

Extends the repeal date from July 1, 2011, to July 1, 2014, for Sections 71-5-503 (unemployment benefit calculations), 43-17-5 (TANF benefits), 43-19-46 (new hire reporting), and related statutes.

Restores the Mississippi State Workforce Investment Board with 39 voting members representing business, labor, government, and education to oversee integrated workforce development systems and local workforce investment areas.

Reenacts provisions establishing the Mississippi State Employment Service, state and local employment offices, unemployment compensation fund administration, and benefit eligibility and disqualification rules.

Reenacts economic development incentive programs including the Advantage Jobs Act, Major Economic Impact Act, and Growth and Prosperity Act with revised criteria for qualified businesses and job creation requirements.
