Appropriates $7,000,000 from the State General Fund to the Mississippi Department of Health for HIV/AIDS education, prevention, and treatment programs for fiscal year 2012 (July 1, 2011 - June 30, 2012)

Allocates $3,000,000 for statewide outreach services and HIV/AIDS prevention education

Allocates $1,000,000 each for the AIDS Drug Assistance Program (ADAP) and Housing Opportunities for Persons with AIDS (HOPWA)

Distributes $2,000,000 in grants to community-based organizations in Public Health Districts III ($1,000,000), V ($500,000), and IX ($500,000) for education, technical assistance, and regional delivery services

Prohibits unexpended funds from lapsing back to the State General Fund and requires a committee of providers and consumers to oversee grants to community-based organizations
