Creates the Uniform Real Property Electronic Recording Act to allow electronic documents and signatures to satisfy recording requirements for real property in Mississippi.

Permits chancery clerks to receive, index, store, and transmit electronic documents while continuing to accept paper documents in the same index.

Allows electronic signatures to satisfy signing requirements and permits notarization, acknowledgment, and verification to be completed electronically without requiring physical stamps or seals.

Requires the Chancery Clerk's Association to adopt standards for implementing electronic recording that promote uniformity with other states and national standards, including security protections against tampering.

Amends Mississippi Code Sections 89-3-1, 89-5-1, and 89-5-3 to conform existing recording requirements to this new electronic recording framework; effective July 1, 2011.
