Exempts justice court judges who were sitting as of July 24, 2008 from competency examination requirements under the Justice Court Reform Act of 2008

Applies exemption to Sections 9-11-3 and 9-11-4 of the Mississippi Code, which require newly elected judges to complete training courses and pass minimum competency examinations

Requires newly elected justice court judges (commencing January 1, 2012 or later) to complete 80-hour basic training course and pass competency exam within six months of taking office

Requires all justice court judges to complete 24-hour annual continuing education courses regardless of exemption status

Directs Mississippi Attorney General to submit act to U.S. Attorney General or U.S. District Court for District of Columbia under Voting Rights Act of 1965
