Restricts transfer of property acquired through eminent domain to private persons, businesses, or non-governmental entities for 10 years after acquisition.

Exempts infrastructure and utility projects including roads, bridges, public airports, ports, toll roads, and facilities for telephone, gas, electricity, water, sewer, and natural gas distribution.

Exempts eminent domain use for removing public nuisances, demolishing uninhabitable structures, acquiring abandoned property, or eliminating direct threats to public health or safety.

Applies to all property acquired under Mississippi's eminent domain laws unless specifically excepted.

Takes effect upon passage.
