Increases maximum application and renewal fees for psychologist licenses from unspecified amounts to $700.00, with annual increases capped at $50.00, and authorizes the board to charge late fees for renewals not completed by June 30.

Requires applicants for licensure to undergo fingerprint-based criminal background checks through the Mississippi Department of Public Safety and FBI, with good moral character verified through investigation.

Authorizes the board to issue temporary licenses (valid until next oral exam) and temporary practice certificates (up to 30 days in a 12-month period) for psychologists licensed in other jurisdictions.

Creates psychologist emeritus status for applicants age 65 or older with 20 years of continuous Mississippi licensure who are retired from full-time practice and work no more than 80 hours per month, with renewal fees set at one-half of permanent licensure fees.
