Amends Section 97-3-53 of the Mississippi Code to include vulnerable persons in the kidnapping statute, in addition to existing protections for children under age 16.

Defines vulnerable persons by reference to Section 43-47-5 of Mississippi Code.

Maintains punishment of life imprisonment if the jury fixes the penalty as such, or imprisonment of not less than 1 year nor more than 30 years if the jury cannot agree on life imprisonment.

Does not repeal, modify, or amend any other criminal statute of the state.

Takes effect July 1, 2011.
