Establishes motorcycle endorsement fees at $5.00 for 4-year licenses and $10.00 for 8-year licenses.

Sets restricted motorcycle license fees at $22.00 plus photograph fee for an 8-year license, in addition to existing 4-year and 1-year options.

Makes driving without a valid driver's license a misdemeanor punishable by imprisonment of 2 to 6 months, a fine of $200-$500, or both, effective October 1, 2011.
