State Department of Education must survey all public school districts to assess feasibility of changing kindergarten enrollment age from September 1 to July 1 for five-year-olds

Survey must evaluate student preparedness, transition and adaptation to school environment, instructional effectiveness, student retention, and any other relevant factors deemed necessary by the department

Department must submit report of survey findings to the Legislature by January 1, 2012

Act takes effect upon passage
