Creates the "Public Safety Verification and Enforcement Act" requiring the Department of Public Safety, Commissioner of Insurance, and Department of Revenue to establish a motor vehicle insurance verification system operational by July 1, 2012.

Authorizes law enforcement to access the verification system during traffic stops to confirm vehicles have minimum required liability insurance; system response supersedes physical insurance cards.

Requires motor vehicle owners to maintain continuous liability insurance coverage in minimum amounts before obtaining or renewing license tags; denies tags for uninsured vehicles based on system verification.

Authorizes the Commissioner of Public Safety to suspend driving privileges and impose civil penalties between $50-$500 for owners without required insurance; collected penalties fund an "Uninsured Motorist Identification Fund" to support system operations.

Exempts commercial auto coverage vehicles, fleet-registered vehicles, self-insured vehicles, and vehicles with 16,000+ pound gross weight from the act's requirements; provides for hearing rights and appeal process for suspended drivers.

Sunsets Sections 1-7 on July 1, 2015.
