Authorizes local school boards to permit the superintendent of education to deduct dues from salaries of superintendents, principals, teachers, and other school district employees for professional organization memberships.

Requires written authorization from the employee before any dues deduction can be made.

Mandates that local school boards adopt policies and procedures implementing the voluntary dues deduction process before any deductions are authorized.

Makes it a misdemeanor for a superintendent to make unauthorized deductions, punishable by a fine of not more than $25.00 for each unauthorized deduction.

Takes effect July 1, 2011.
