Amends Section 43-21-321 of Mississippi Code to authorize the State Department of Education to develop policies regarding financial reimbursements to sponsoring school districts that provide educational services to students placed in youth detention centers.

Establishes that sponsoring school districts (designated by youth court judges) may seek reimbursement from home school districts of detained students for costs of providing educational services including assessment, math and reading instruction, character education, and behavioral counseling.

Requires detention centers to notify school district officials by the first school day following a student's placement if detention causes the student to miss one or more days of school during the academic school year.

Mandates that sponsoring school districts provide educational services within 48 hours of detention during the academic school year, including diagnostic assessment, individualized instruction, and an extended detention education program beginning no later than the tenth day of detention.

Takes effect July 1, 2011.
