Allows the State Department of Education to declare a state of emergency and take corrective action in school districts where more than 50% of schools are designated as At-Risk in any one year.

Removes specific membership requirements for local parent/citizen advisory councils in the At-Risk school evaluation process.

Eliminates the requirement for professional development plans based on length of time a school has been under At-Risk status.

Removes the State Board of Education's authority to request removal of school board members or hold a referendum for districts under At-Risk status for three years.

Eliminates semiannual reporting requirements to the State Board of Education and removes the requirement for legislative reports on Schools At-Risk.
