Creates the Mississippi Personnel Strategic Planning Council consisting of two State Personnel Board members (appointed by the Board Chair) and two agency personnel directors (appointed by the Department of Finance and Administration Executive Director).

Council shall conduct annual reviews of agency missions, vision statements, organizational objectives, performance indicators, and feedback mechanisms.

Council shall analyze political, social, and economic environment trends affecting personnel management and recommend revisions to the State Personnel Board on strategic plans and personnel administration statutes.

Council members and existing Personnel Advisory Council members receive no compensation but are reimbursed for actual and necessary expenses including food, lodging, and mileage per Section 25-3-41.

Act takes effect July 1, 2011.
