Removes the July 1, 2011 repeal date from provisions authorizing Alcoholic Beverage Control Division enforcement agents to enforce light wine and beer laws in Mississippi.

Grants enforcement officers of the Alcoholic Beverage Control Division permanent authority to enforce provisions related to illegal sales of light wine or beer to persons under 21 years of age.

Requires the Alcoholic Beverage Control Division to notify permit holders by certified mail or hand delivery when complaints of underage sales are received, except when complaints come from law enforcement officers.

Specifies notification timelines for violations discovered during investigations: within 10 days for on-premises consumption establishments and within 72 hours for off-premises establishments.

Makes enforcement authority for light wine and beer laws permanent rather than subject to sunset provisions.
