Authorizes the Mississippi Department of Agriculture and Commerce to accept, budget, receive and expend funds from any source for facility improvements and marketing/promotion programs.

Permits the Department to allow governmental entities and public, private, commercial or charitable organizations to advertise their names on department property and in publications, with advertising revenue retained for facility improvements and marketing programs.

Establishes a special fund in the State Treasury for collected monies, with unexpended balances carrying forward annually rather than lapsing to the General Fund, plus interest earnings deposited into the fund.

Allows the Department to sell or dispose of donated property and artifacts at the Mississippi Agriculture and Forestry Museum if determined obsolete after reasonable attempts to contact the original donor are unsuccessful.

Directs all revenue from museum property sales to be transferred to the museum's nonbudgeted enterprise fund for facility improvements and marketing programs consistent with the museum's historical purpose.
