Amends Section 49-27-11 to establish that the review period for a complete coastal wetlands permit application begins on the date of the last amendment to the application, rather than the initial submission date.

Requires applicants who alter or amend information regarding the location and area of coastal wetlands to be affected to restart the review timeline when new information is provided to the department.

Amends Section 49-27-37 to align permit decision timelines with the new amendment provisions, requiring orders to be issued within 90 days of receiving a complete application or within 90 days of an amendment.

Allows applicants to request additional 30-day extensions for application processing as previously authorized.

Effective date: July 1, 2011.
