Amends Mississippi Code Section 49-15-81 to revise the definition of "saltwater minnow" to include species within the families of Fundulidae, Cyprinodontidae, and Poeciliidae.

Requires fishermen to obtain a saltwater live bait license before catching or transporting saltwater minnows for sale, with resident fees of $50.00 and nonresident fees of $100.00 (or reciprocal rate if applicant's home state charges more).

Mandates that all minnow traps in Mississippi marine waters display a corrosion-resistant metal or plastic tag with the licensed fisherman's full name stamped in letters at least three-sixteenths of an inch tall.

Exempts licensed live bait catcher boats and licensed live bait dealers from the commercial minnow licensing requirement.

Takes effect July 1, 2011.
