Amends Section 49-15-64.4 of the Mississippi Code to allow applications for live bait dealer licenses to be submitted at any time, rather than during a specified period.

Requires live bait camps to be inspected within 30 days after receipt of a completed application.

Maintains existing requirements that live bait dealers pay a $50 annual privilege tax and provide documentation including the name of their live bait catcher boat, captain's name, sales tax number, and sworn statement regarding dead shrimp sales limits.

Continues prohibition on live bait dealers operating as commercial shrimpers and maintains penalties of $5,000 for first offense and $10,000 plus license forfeiture for subsequent offenses for illegal shrimp purchases.

Takes effect upon passage.
