Reauthorizes the issuance of distinctive motor vehicle license tags supporting the Mississippi seafood industry, effective July 1, 2011, for vehicle owners paying an additional annual fee of $30.00.

Redirects fee distributions from the Artificial Reef Program Account to a newly created Mississippi Seafood Marketing Program Account within the Seafood Fund, with $24.00 of each $30.00 fee deposited into the marketing account.

Allocates $1.00 of each license tag fee to the Mississippi Burn Care Fund and the remainder to the State Highway Fund for highway repair and maintenance.

Authorizes the Department of Revenue to design the distinctive license tag in consultation with the Department of Marine Resources, with applications processed through county tax collectors who retain 5% of fees for county general funds.

Establishes the Mississippi Seafood Marketing Program Account within the Seafood Fund to receive revenues from the distinctive license tags and other public or private sources for promoting the Mississippi seafood industry.
