Requires the Division of Medicaid to cooperate with and accept enrollment determinations from the Mississippi Health Benefit Exchange.

Establishes the Mississippi Health Benefit Exchange as an office within the Department of Insurance to facilitate purchase and sale of qualified health plans in individual and small group markets, effective January 1, 2014.

Authorizes the Exchange to certify health benefit plans as qualified health plans, charge assessments or user fees to health carriers for operational funding, and promulgate regulations for implementation.

Requires the Exchange to provide consumer education, maintain enrollment portals, inform individuals of Medicaid and CHIP eligibility, establish a Small Business Health Options Program (SHOP), and select Navigator entities to assist with enrollment.

Directs the Children's Health Insurance Program to accept enrollment of persons determined eligible by the Mississippi Health Benefit Exchange.
