Authorizes county boards of supervisors to grant easements of abandoned county road sections to adjoining landowners whose property borders the abandoned section.

Requires notice of public hearings regarding road abandonment to be sent directly to all landowners whose property adjoins the abandoned road section, in addition to newspaper publication.

Grants easements to adjoining landowners upon abandonment of a road section, but exempts the county from liability for deaths, injuries, or property damage resulting from dangerous conditions on the abandoned road.

Requires counties to post clearly visible signs at intersections of abandoned roads indicating they are no longer part of the county road system and are not maintained by the county.

Effective October 1, 2011.
