Amends Section 43-11-1 of Mississippi Code to define "personal care home" as any governmental or private establishment providing individual or group living arrangements for one or more unrelated persons with food, shelter, and personal care services, whether for-profit or non-profit and whether for assisted living or residential living.

Requires personal care homes to register with the state health department and report the number and names of each resident.

Makes personal care homes subject to routine health department inspections to protect the health and safety of residents.

Includes personal care homes within the definition of "institutions for the aged or infirm" subject to state Department of Health licensing and regulation.

Takes effect July 1, 2011.
