Amends Section 41-43-38 of Mississippi Code to address perpetual care cemeteries under court-ordered receivership when insufficient income exists for maintenance and upkeep.

Requires the receiver to notify the mayor (for municipal cemeteries) or board of supervisors president (for county cemeteries) by certified mail when inadequate cash flow exists.

Authorizes the municipality or county to appoint a cemetery maintenance committee of up to 7 members with interest in the cemetery to solicit donations and establish a trust fund for long-term maintenance needs.

Preserves receiver authority to determine what maintenance is performed, frequency of upkeep, and selection of workers or contractors.

Allows the receiver to apply any excess maintenance committee funds to capital improvements for the cemetery at the conclusion of the receivership.
