Prohibits public school districts from allowing athletic or academic teams to participate in agreements with private or not-for-profit associations unless those associations submit to annual public audits performed by the State Auditor or an approved certified public accountant.

Requires certified public accountants to rotate off audits after three or more consecutive years of auditing the same association, beginning with fiscal year 2012 audits.

Mandates that the audited associations pay for all audit costs, including the State Auditor's review of audits performed by certified public accountants.

Amends Mississippi Code Section 7-7-211 to authorize the State Auditor to conduct postaudits and preaudits of private or not-for-profit associations that govern extracurricular athletic and academic activities for public school districts.

Takes effect July 1, 2011.
