Requires county boards of supervisors to hold an election before issuing bonds for purposes enumerated in Sections 19-9-1 and 19-9-3.

Requires municipal governing authorities to hold an election before issuing bonds for purposes enumerated in Section 21-33-301.

Mandates that election notices be published once weekly for at least three consecutive weeks in newspapers, with first publication at least 21 days before the election and final publication no more than 7 days before the election.

Requires alternative notice by posting at three public places for 21 days if no newspaper is published in the county or municipality.

Requires submission to the U.S. Attorney General or U.S. District Court for the District of Columbia under the Voting Rights Act of 1965, with the act taking effect upon approval under that federal law.
