Prohibits drivers from sending or receiving written messages on cellular telephones or personal digital assistants while operating a motor vehicle on a highway.

Establishes a fine of $25.00 for violations, classified as a misdemeanor.

Exempts emergency situations including reporting reckless behavior, communication with emergency responders, hospitals, ambulance services, firefighting services, or law enforcement agencies.

Exempts messages sent or received while the vehicle is parked or when the driver believes they or another person is in physical danger and the driver is the sole occupant.

Violations shall not be entered on the driving record and no state assessments shall be imposed or collected.
