Requires all public hearings and meetings required by law to be held by county boards of supervisors to begin after 5:00 p.m. central standard time.

Amends Mississippi Code sections 19-3-7, 19-3-9, 19-3-11, 19-3-13, 19-3-15, 19-3-19, 19-5-155, 19-5-219, and 19-31-7 to conform to the 5:00 p.m. meeting time requirement.

Applies the 5:00 p.m. start time to regular meetings, organizational meetings, adjourned meetings, special meetings, and public hearings for district incorporation and public improvement districts.

Brings forward Section 19-5-105 to authorize county boards of supervisors to hold hearings to determine if property needs cleaning and to proceed with cleanup if necessary, with costs assessed against the property.

Takes effect October 1, 2011.
