Increases the validity period of temporary driving permits from one year to two years from the date of issue.

Removes the option for the Commissioner of Public Safety to allow licensees to use their Social Security number as their driver's license number.

Sets the fee for duplicate driver's licenses at $5.00 for the first and each subsequent duplicate copy.

Authorizes electronic payment methods for driver's license fees, in addition to cash, certified checks, and money orders.

Takes effect July 1, 2011.
