Requires unanimous vote of all members present and voting for Harrison County Utility Authority board actions affecting rates, bonds, initial approval of capital improvements, and subsequent material alterations to approved capital improvement projects.

Empowers the board of directors to adopt rules and regulations defining the term "material alterations" for purposes of determining which capital improvement changes require unanimous approval.

Maintains the consolidated board structure consisting of seven directors: the mayor of each participating city and directors appointed by the Harrison County Board of Supervisors, including one director from the unincorporated county area.

Allows each board director to appoint a delegate to represent them at board meetings.

Takes effect July 1, 2011.
