Exempts renovation, restoration, or combined renovation and restoration projects for the State Capitol Building and state-designated Mississippi landmarks from lowest and best bid requirements, instead using qualifications-based selection procedures based on contractor experience in historical preservation.

Allows purchases under qualifications-based selection for historical building projects to be made from the lowest and best prequalified bidder, with prequalification determined at least 15 working days before the first published bid notice.

Authorizes the Department of Finance and Administration to create and maintain a list of suspended and debarred contractors and subcontractors, and disqualify them from consideration for contracts during suspension or debarment periods.

Brings forward Sections 31-7-13.2 and 39-7-22 (qualifications-based selection procedures and historic landmark notification requirements) for possible amendment.

Takes effect July 1, 2011.
