Prohibits smoking in all enclosed public places and places of employment, including private offices, conference rooms, and vehicles used for work purposes.

Prohibits smoking within 20 feet of entrances, windows, and ventilation systems of public places and employment areas; designates outdoor smoking areas in public venues (arenas, stadiums, parks) at least 20 feet from entrances and seating areas.

Exempts private residences (except when used as licensed facilities or businesses with non-resident employees), private clubs without employees, and areas used for smoking in American Indian religious ceremonies.

Establishes penalties including fines up to $50 for individuals who smoke in prohibited areas and up to $500 for business owners/managers who fail to comply; violations can result in suspension or revocation of state permits and licenses.

Requires posting of "No Smoking" signs at all entrances to prohibited areas, removal of ashtrays, and establishment of an Office of Tobacco Control toll-free reporting line; repeals the Mississippi Clean Indoor Air Act and takes effect July 1, 2011.
