Adds cathinone derivatives to Schedule I controlled substances, including cathinone, methcathinone, mephedrone, and MDPV, as well as any compound structurally derived from 2-Amino-1-phenyl-1-propanone with specified modifications (except bupropion).

Clarifies punishment for synthetic cannabinoid offenses by explicitly including synthetic cannabinoids with marijuana in existing sentencing provisions for possession, distribution, and trafficking.

Establishes specific sentencing guidelines for synthetic cannabinoid possession based on quantity, ranging from fines for 30 grams or less to imprisonment of 10-30 years for 5 kilograms or more.

Applies the same trafficking penalties to synthetic cannabinoids as to marijuana, including life imprisonment for distributing 10 pounds or more during any 12-month period.
