Removes specific fee amounts from law and authorizes the State Board for Community and Junior Colleges to set fees only at amounts necessary for the Commission on Proprietary School and College Registration to perform its duties.

Authorizes the Commission to set the amount of surety bonds required with applications for certificate of registration, rather than specifying amounts in statute.

Allows the Commission to refund fees to applicants denied registration if the Commission determines that financial hardship would result otherwise.

Changes references from "license" to "agent permit" for credentials issued to agents of proprietary schools and colleges.

Effective date: July 1, 2011.
