Amends Section 37-163-1 of the Mississippi Code to direct the Education Achievement Council to research and develop a new funding mechanism for public community colleges and state institutions of higher learning based on productivity goals, accomplishments, and enrollment.

Requires the Education Achievement Council to submit a report with necessary legislation to the Governor and appropriate legislative committees by November 1, 2012, for consideration during the 2013 Regular Session.

The Education Achievement Council consists of 23 members including legislative committee chairs, institutional representatives, state education officials, and business leaders to work toward increasing the state's educational attainment to match the national average by 2025.

Each state institution of higher learning and community college must develop and publish annual reports by November 1 of each year, made available in newspapers and on institutional websites.

Takes effect July 1, 2011.
