Amends Section 65-7-121, Mississippi Code of 1972, to change the threshold for abandoning county roads from "all" to "three (3) or more" applicable circumstances.

County boards of supervisors may declare a road abandoned upon finding that at least three of four conditions are met: the section lacks primary access to occupied properties, has low traffic volume for 10+ consecutive years, has not been maintained for 5+ consecutive years, or serves no public interest.

Requires boards to hold a public hearing with notice published at least twice, no less than two weeks prior to the hearing, before abandonment is finalized.

Abandonment rescinds public easements but preserves private easements, and counties must post visible signs indicating the road is no longer maintained to limit liability.

Takes effect July 1, 2011.
