Authorizes the State Board of Education to establish the "Mississippi Senior Cadets Program" to improve academic scores and reduce high school dropout rates by having seniors mentor younger students in grades K-8.

Designates the State Department of Education as the administering agency responsible for creating rules, regulations, and guidelines for school districts and student mentors.

Requires participating high school seniors to mentor at least two hours per week and work with school personnel at least two hours per month on program planning and implementation.

Mandates that participating seniors maintain at least a "B" average or higher in their senior year coursework.

Takes effect July 1, 2011.
