Requires all public schools to administer EXPLORE assessments to Grade 8 students and PLAN or PSAT assessments to Grade 10 students beginning with the 2012-2013 school year.

Directs schools to incorporate college readiness assessment results into college and career planning processes and use results to improve student course selection, academic achievement, and workforce readiness skills.

Authorizes funding for assessments through State Department of Education at-risk funding.

Requires State Department of Education to collect and maintain assessment data to track college and career readiness improvements, instruction quality, school improvement plans, and remediation rates.

Mandates State Department of Education to report annually to the House and Senate Education Committees on program implementation and effectiveness beginning October 1, 2015.
