Extends the automatic repeal date of the State Board of Pharmacy from July 1, 2011 to July 1, 2016, and reenacts the Mississippi Pharmacy Practice Act.

Establishes pharmacy benefit manager licensing and regulation by the State Board of Pharmacy, with initial licensure fees not to exceed $2,500.00 and annual renewal fees not to exceed $2,500.00.

Requires nonresident pharmacies delivering drugs into Mississippi to obtain a permit and ensures their pharmacist-in-charge holds a Mississippi pharmacist license in good standing.

Creates a $10.00 annual Prescription Monitoring Program (PMP) fee for dentists, physicians, physician assistants, nurse practitioners, nurse midwives, podiatrists, and optometrists who prescribe controlled substances, collected by their respective licensing boards.

Requires out-of-state facilities that distribute or dispense controlled substances into Mississippi to register with the State Board of Pharmacy under the Uniform Controlled Substances Law.
