Requires the council to hold its first meeting by June 1, 2011, elect officers, and establish meeting schedules with a majority of members constituting a quorum for business.

Specifies that council members serve without compensation or expense reimbursement and the council operates without legislative appropriation or state funds, though state agencies must provide facilities and assistance upon request.

Mandates the council submit annual reports to the Legislature and Governor by December 15 each year detailing its work and any proposed legislation.
