Requires owners of deer-breeding farms to obtain a license from the State Veterinarian prior to operation and submit applications with farm details, location, size, and operational plans.

Authorizes the State Veterinarian to establish and enforce regulations for deer-breeding farms including fencing requirements, inspection standards, space requirements, and chronic wasting disease prevention programs.

Allows licensees to import farm-raised white-tailed deer, semen, ova, and embryos from herds certified free of chronic wasting disease for at least three years and from states with no history of the disease.

Requires all farm-raised white-tailed deer to be identified with electronic implants before entering the state or before leaving the farm if born in Mississippi.

Establishes penalties up to $5,000 per violation and authorizes the State Veterinarian to suspend or revoke licenses for non-compliance; exempts farm-raised white-tailed deer and deer-breeding farms from existing wildlife regulations.
