Establishes the "Mississippi Renewable Energy Development Act of 2011" to encourage renewable energy development through net-metering provisions.

Requires electric utilities to allow interconnection of net-metering facilities using standard two-directional meters and mandates the Public Service Commission establish appropriate rates, terms, and conditions for net-metering contracts.

Permits the Commission to authorize utilities to assess higher fees to net-metering customers if interconnection and administration costs exceed distribution system and environmental benefits.

Requires utilities to credit net-metering customers with accumulated net excess generation in the next billing period, with any remaining credits expiring at the close of each annual billing cycle.

Specifies that renewable energy credits generated by net-metering customers belong to the customer that generated them and that net-metering facilities must have capacity limits of 25 kW for residential use or 300 kW for other uses, powered by solar, wind, hydroelectric, geothermal, or biomass resources.
