Prohibits registered sex offenders whose victims were minors from residing within 1,500 feet of the victim's property, coming within 100 feet of the victim, or contacting the victim or victim's immediate family members without consent.

Requires the Department of Public Safety to notify the sheriff when a sex offender establishes a new residence, and requires the sheriff to provide notice to all persons residing within one mile of the offender's residence.

Requires sex offenders to personally appear at a Department of Public Safety Driver's License Station at least 10 days before establishing a new residence to register the address change.

Maintains existing 1,500-foot residency restrictions from schools, child care facilities, residential child-caring agencies, children's group care homes, and recreational facilities used by minors, with exceptions for offenders in custody, under commitment orders, those who established residence before the restriction dates, and minors.

Takes effect July 1, 2011.
