Reduces annual salary and monthly expense allowance of Mississippi legislators by 10% effective July 1, 2011, with members receiving $9,000 per regular session and $1,350 monthly expense allowance.

Reduces annual salary of state elected officials in the executive branch by 10%, including the Governor ($109,944), Attorney General ($98,064), and various commissioners ($81,000 each), effective July 1, 2011, except Governor's reduction begins in 2012 per constitutional prohibition.

Reduces annual salary by 10% for appointed state officers and employees earning over $100,000 beginning the first day of the month after the State Fiscal Officer reduces budgets of more than half of all state agencies by 10% or more.

Authorizes state agency heads to offer employees unpaid furlough leave as an alternative to termination whenever budget reductions require salary cuts.

Repeals all salary reduction provisions on July 1, 2013, and requires submission of legislative salary provisions to the U.S. Attorney General under the Voting Rights Act of 1965.
