Increases the minimum age requirement for wearing a Coast Guard approved personal flotation device from 12 to 18 years old on motorboats, sailboats, or vessels measuring less than 26 feet in length while underway.

Requires all vessels to have one Coast Guard approved personal flotation device on board for each person aboard, regardless of age.

Increases the maximum penalty for violations of Mississippi boating law from $250.00 to $500.00 for violations of Sections 59-21-23(d), 59-21-29, 59-21-33, 59-21-55, 59-21-81 through 59-21-87, and 59-21-111 through 59-21-129.

Maintains existing requirement that all persons on personal watercraft must wear a type I, II, or III personal flotation device regardless of age.

Takes effect July 1, 2011.
